PACT ACT OVERVIEW
H.R. 724

The current 2010 PACT Act federal law only prohibits the creation and distribution of “crush videos” -- videos depicting animal suffering due to mutilation, torture, or being killed. It DOES NOT cover the underlying acts of animal abuse, particularly interstate commerce occurring across state lines.

The newly introduced bill PACT Act closes that loophole by extending federal jurisdiction to these specific, particularly heinous crimes, and makes it a felony to commit such crimes. 

PACT ACT BILL PROVISIONS
What Would This Bill Do?

• Felony charges, fines, and up to seven years in prison.

• Defines "animal crushing" as actual conduct in which 1 or more [animals] is intentionally crushed, burned, drowned, suffocated, impaled, or otherwise subjected to serious bodily injury…"

• Prohibits animal crushing that takes place in interstate or foreign commerce by permitting federal intervention to enlarge the jurisdiction of state prosecutors.

SHARK FIN SALES ELIMINATION ACT OVERVIEW
H.R. 737

Shark "finning" is the act of slicing off the fins of a live shark and dumping the maimed shark back in the ocean to drown, bleed to death, or be eaten alive. The fins are predominantly used in the making of shark fin soup and other dishes.

The United States of America is both an importer and exporter of shark fins. On average 36 tons (nearly 80,000 pounds) of shark finds are imported and 171 tons (over 375,000 pounds) exported.*
